Quota Qualms- My ideas.

Huge protest and disgust are making me make this post. The reservation quota for sc/st/bc/obc etc. stir is causing quite a commotion in the country. I had put a small piece on it over here.
Now I shall propose what I think should be the way to handle it.

Firstly, I would like to declare that I am anti-discrimination, anti-quota, and completely believe in equality.

1. The the quota system should be abolished. This will give equal footing to everyone and then the competition will be based on proper merit. The way it is meant to be. Even the ladies quota should be completely removed. Equality should be there among castes and even sexes. I can't believe a country which gained independence due to the hard work by Mahatma Gandhi, has people who want reservations based on caste, which is one way of promoting discrimination, making the "un-opressed" "the oppressed" (I am referring to the people in the open category. You are pretty much doomed if you are boy in the open category and have only 85% marks. You still lose out to a person using caste reservation person with 50% marks!!!!!!).

The caste system, and the different treatment of people based on their castes existed a 100 years ago. Let by-gones be by-gones. Such rubbish should not exist today in the 21st century. Coming back to my proposal.

2. The number of seats totally for every course, in every school, college, University should be increased to accommodate a larger number of students. This will solve the problem minutely... but every little helps.

3. I do propose there be a 10%-15% reservation for the management quota.
(Management quota is usually for the rich people who may or may not come from foreign countries (NRI's or foreigners) who can afford to pay the fees which is usually between 10x to 20x the regular fees.)

You say: "Huh? Why are YOU saying there should be a management quota when YOU believe in no reservations, explicitly saying EQUALITY should prevail?"

Let me explain.

As far as I am concerned, money makes the world go round. You can't provide anyone with anything unless there is backing of financial power. The government should provide FREE education, as it is done in foreign countries, to all children from the lowest level up to 12th standard compulsorily.

Our government lacks the money(since most of it ends up in pockets at different levels of the hierarchy due to corruption) and the will to improve the situation (since all politicians are more interested in power play, and money making rather than improving the situation and fulfilling their pre-vote promises.)

With the increase in the number of seats and the management quota, a large amount of funds will come in from those sources. Those funds can be used to provide education for the people who are deserving, meritorious and can't afford the fees and books, IRRESPECTIVE of their caste.
The most common argument for reservation is that the people from backward castes can't afford the education. That is where the management quota comes in.
This should be implemented for all levels after 12th standard. If the government provides free education (by some new policy and radical, revolutionary idea) then the question of reservation up to 12th standard does not rise, and the admission at graduate level on merit basis is totally possible.
Of course the government will have to monitor the in-take of the funds so that swindling does not occur (something people always tend to do...nobody wants to earn things anymore.)

A few Side notes

1. The management quota will allow for students from the non-Indian system of education students to get admission and also the RICH DUMB KIDS.
The people who come from other systems (me included), know how tough it is to get into the system due to bureaucracy and inflexibility of the system; and the Indian education system is harder to study (I can say that based on personal experience).
2. I appreciate what the Doctors in New Delhi are trying to do by going on strike, but I don't believe it is the right way. I believe it is slightly negligent and am pretty sure it is against some kind of Doctor's code/oath.

Most of us feel the angst of being exploited by politicians. But they would not change as they are only trying to keep their vote banks happy. No point trying to reform the political system. But we can make this system irrelavent. Today we have the power to create a parallel edu system for the meritorious. I've expressed my views @

i agree with u with the mangement quota thing.. But the fact is , not all the money obtained from the management quota is dispatched at the right place.. all the money goes into the pockets of the trustees..

only some amount is put into infrastructure and some on advertisement of a college - in case of pvt. inst.

hehehe..very smart ...management seats are ok ? Agree ...they form a very small part of the total number of seats ...but since u talk highly of equality ..management seats should be no exception too then !!

Why should RICH DUMB kids be allowed ..if POOR DUMB/SMART kids are not goin to be allowed ?

Reservations , for that matter any kind of quota system(Mgt/Non-Mgt/Girls) is never going to be out of our system ..EVER !

An alternative to this current situation cud be ..granting seats to students based on their std.of living and their merit ..

you missed the point. Please re-read the post.
The point is to try and get all types of students to get education...poor dumb/smart and rich dumb/smart.
Just Capitalising on the rich dumb ones for money to help out the dumb/smart poor ones.

If we dis-like the increase in reservation in IIT's n IIM's , we wudnt want to give up on the quality of these b-schools , by including RICH DUMB kids like u say, also !

Actually Mak , on a lighter note , imagine u as an "Init" , being asked to pay more ,as an NRI ...Thoughts not at all welcum na ?

Mayank, tho ur point about allowing management seats for the benefit of poor students is a good idea, it is something I really do not agree with for the following reasons :

1. How much of the money paid is actually going to go to the poor kids who want to study? I say this since I have gone through something like this personally. I had secured admission in a very 'prestigious' B-school in Pune and was asked to pay a certain amount to confirm my admission.

This amount was more than twice that you have to pay to confirm ur admission in one of the top 10 institutes.

Then, after getting an admission offer from another institute, much higher ranked, I cancelled my previous admission and lost ALL the money paid since the cancellation was not made within a month.

So then, the institute could have taken a deserving candidate who is not financially well off, and allowed him a concession equal to the amount I paid. It would have made a HUGE difference to his/her life.

And I also know of people who are being asked DOUBLE the amount of fees for securing admission. I know them from the past batch and the present batch too. And these ppl didnt even take the entrance exam.

So you can imagine how much of that cash is actually being used for the betterment of the education system.

As far as I know, it is all going into the pockets of certain individuals.

2. If you are going to allow dumb rich kids to get in solely cuz of the power of money, then well, where does it stop? And out of all the dumb rich kids, which are u gonna prefer absorbing into your own institute. For e.g, a dumb MBBS student is going to be dumb. His money is not going to save a patients life.

3. In a country like India, where u have so many 'honest' officials, do u think this will actually work?

Oh by the way, my admission that I spoke about in the previous post was not in the management quota, but was purely on the basis of merit. Thought I shud mention that before some anonymous/any other guy/girl comes out all guns blazing...

okay the management quota thing was a means of getting more money. Do you have a better idea???

Alsoof course within the management quota applicants there would be merit.
And as for medical...well i think they should have cut offs also. 40% marks students make killer doctors.

But there is one thing. With this system of merit...no one gets a chance to change or improve on their education, if they really want to.

ok...mayank for once...i actually agree with everything you say...its a great solution - in an ideal situation.

the ideal situation being -
1. all politicians are non corrupt and don't rely on vote-bank policies.

2. the weaker castes don't want reservation as a means of uplifting themselves.

now...i dont see ideal situation 1 or 2 happening anytime soon.

Even Nehru dint like reservations(you might have heard on the news)...but he had to go along with it.

The outrage against this government decision - is the simple fact that when current quota seats are not getting filled up....why increase the reservation!!!plain and simple.

As much as i am against reservatioons, they will not(possibly never) be completrely rolled back or even reduced....its a reality that people have to accept. It is irnoic that all the minority parties(including OBCs) together make up the majoriy of our country.(minorty/majority...get it:)!!!...of course u did!).


That is why the deamnds that the IMA is making is completely rational and pragmatic - employ a non-government impartial committe to overview the current state of reservation policy and its implementation.
A fair committe would definitely find that the probelem was not that the amount of current reservation is less...its that fact that the implementation has been poor.
